About Strategos Alliance
Strategos Alliance GmbH is a Germany-headquartered defence industrial consortium founded by Dutch leadership with an established operational network across seven NATO member states. We are the European manufacturing infrastructure that bridges Ukrainian defence innovation with Allied industrial scale.
Strategos Alliance exists to solve a structural problem at the heart of European security: the gap between proven defence technology and scalable European manufacturing. We build the industrial partnerships, regulatory frameworks, and financing structures that transform battlefield-tested innovation into sustained, volume production on European soil.
Our model follows the legal template established by the Denmark-Ukraine production agreement of July 2025 — the first agreement in NATO history authorising Ukrainian defence companies to operate production facilities on allied territory. Germany is the logical next step in this architecture.
We operate as a consortium orchestrator — not a technology company, and not a traditional defence prime. Our role is to assemble and coordinate the industrial, regulatory, and financial elements that no single company can provide alone.
Our founding team brings pan-European industrial project management experience at major-programme scale, direct relationships across seven NATO member states, and a Canadian co-financing channel that provides capital independence from European institutional timelines.

Our Capabilities
Strategos Alliance combines licensed production rights, EU-sovereign supply chains, regulatory expertise, and multi-pillar financing to deliver defence manufacturing at volume — on NATO-territory, ITAR-free.
All production nodes are located on NATO-member territory. All supply chain elements are EU-incorporated and ITAR-free. No US re-export licences required on core systems.

We pursue Tier 1 licensed production agreements with Ukrainian defence IP holders, establishing the legal and technical framework for manufacturing proven precision defence systems on German soil. Our process follows the Denmark-Ukraine production template, the first NATO-territory Ukrainian weapons production agreement in history.
Our guidance electronics supply chain is fully EU-incorporated and ITAR-free — a critical differentiator from US-dependent alternatives. STMicroelectronics provides MEMS inertial navigation sensors; NXP Delft provides GNSS receivers and signal processing ICs; Diehl Defence and Safran provide INS integration expertise.
Our multi-pillar financing structure provides capital independence from any single institutional framework — critical for program resilience. Canadian EDC sovereign financing sits alongside EU mechanisms, providing a non-EU capital pillar that insulates the programme from European institutional timing risk.
We manage the multi-government engagement architecture that licensed co-production requires — from MoD-to-MoD bilateral frameworks and KrWaffKontrG licensing through BAFA export control to EDF consortium government letters of intent. Our Dutch founding leadership provides direct political access at NATO and EU institutional level.
