Three pillars.
One mission.

01

Licensed Co-Production

We establish licensed production agreements for battlefield-proven Ukrainian precision defence systems, manufacturing them at European industrial scale on German soil under KrWaffKontrG framework.

02

Supply Chain Orchestration

Our seven-nation European network provides a fully EU-sovereign, ITAR-free supply chain across precision electronics, energetics, forward logistics, and systems integration — distributed for resilience.

03

Financing Architecture

We bring Canadian EDC sovereign co-financing alongside European Defence Fund (EDF), EPF procurement channels, and DSRB access — providing multi-pillar capital independent of any single institutional framework.

What sets us apart

  • No ITAR constraintsUkrainian-sovereign IP requires no US re-export licences
  • Pre-built consortiumSeven-nation operational network established today
  • Canada as third pillarEDC financing independent of EU institutional timelines
  • Denmark legal templateProven NATO-territory production framework, July 2025
  • Dutch founding leadershipDirect political access at NATO and EU institutional level

The moment
demands action

Europe's defence industrial gap is structural, not cyclical. The solution requires permanent manufacturing infrastructure — not emergency donations. Strategos Alliance is building that infrastructure now.

“The limiting factors are not creativity, capacity, or talent — but capital, certification, and integration into European and NATO procurement ecosystems.”

Council on Foreign Relations, 2025

Built for the moment Europe needs

Strategos Alliance GmbH is a Germany-headquartered defence industrial consortium founded by Dutch leadership with an established operational network across seven NATO member states. We are the European manufacturing infrastructure that bridges Ukrainian defence innovation with Allied industrial scale.

Our Mission

Strategos Alliance exists to solve a structural problem at the heart of European security: the gap between proven defence technology and scalable European manufacturing. We build the industrial partnerships, regulatory frameworks, and financing structures that transform battlefield-tested innovation into sustained, volume production on European soil.

Our model follows the legal template established by the Denmark-Ukraine production agreement of July 2025 — the first agreement in NATO history authorising Ukrainian defence companies to operate production facilities on allied territory. Germany is the logical next step in this architecture.

Our Approach

We operate as a consortium orchestrator — not a technology company, and not a traditional defence prime. Our role is to assemble and coordinate the industrial, regulatory, and financial elements that no single company can provide alone.

Our founding team brings pan-European industrial project management experience at major-programme scale, direct relationships across seven NATO member states, and a Canadian co-financing channel that provides capital independence from European institutional timelines.

Industrial precision.
Strategic scale.

Strategos Alliance combines licensed production rights, EU-sovereign supply chains, regulatory expertise, and multi-pillar financing to deliver defence manufacturing at volume — on NATO-territory, ITAR-free.

All production nodes are located on NATO-member territory. All supply chain elements are EU-incorporated and ITAR-free. No US re-export licences required on core systems.

European Defence Fund consortium application in preparation. MoD Letter of Intent deadline: 31 July 2026.

01 Licensed Co-Production

We pursue Tier 1 licensed production agreements with Ukrainian defence IP holders, establishing the legal and technical framework for manufacturing proven precision defence systems on German soil. Our process follows the Denmark-Ukraine production template, the first NATO-territory Ukrainian weapons production agreement in history.

  • Licensed Production Agreement (LPA) with Ukrainian IP holder
  • Technical Data Package (TDP) transfer under mutual NDA
  • KrWaffKontrG production licence — BMWK civilian channel
  • MoD-to-MoD bilateral framework: Ukraine — Germany
  • BAFA export authorisation for Ukrainian Armed Forces delivery
02 EU-Sovereign Supply Chain

Our guidance electronics supply chain is fully EU-incorporated and ITAR-free — a critical differentiator from US-dependent alternatives. STMicroelectronics provides MEMS inertial navigation sensors; NXP Delft provides GNSS receivers and signal processing ICs; Diehl Defence and Safran provide INS integration expertise.

  • STMicroelectronics — MEMS INS (Franco-Italian, EU-incorporated)
  • NXP Delft — anti-jam GNSS receivers and signal processing ICs
  • Diehl Defence / Safran — guided munitions INS integration
  • Rheinmetall Romania — energetics (€535M plant, 2026)
  • Rheinmetall Bulgaria JV — propellants (signed Oct 2025)
03 Financing Architecture

Our multi-pillar financing structure provides capital independence from any single institutional framework — critical for program resilience. Canadian EDC sovereign financing sits alongside EU mechanisms, providing a non-EU capital pillar that insulates the programme from European institutional timing risk.

  • Canadian EDC — sovereign co-financing, PM Carney Ukraine JV mandate
  • European Defence Fund (EDF) — DG DEFIS, MoD LoI deadline 31 July 2026
  • European Peace Facility (EPF) Track 2 — member state procurement channel
  • DSRB — Defence, Security and Resilience Bank (charter concluded Apr 2026)
  • Atradius DSB (NL) + Euler Hermes (DE) — export credit facility construction
04 Government Engagement

We manage the multi-government engagement architecture that licensed co-production requires — from MoD-to-MoD bilateral frameworks and KrWaffKontrG licensing through BAFA export control to EDF consortium government letters of intent. Our Dutch founding leadership provides direct political access at NATO and EU institutional level.

  • BMVg Berlin — Armaments Directorate, Rüstungsstaatssekretariat
  • Dutch Ministry of Defence — DTIB, EDF Letter of Intent
  • Ukrainian Embassy Berlin — Ambassador Makeiev, BRAVE1 routing
  • Canadian Embassy Berlin — Ambassador Alexander, EDC + DSRB mandate
  • NATO delegations — German + Dutch, UNITE-Brave NATO eligibility
